Scope and Objectives

The purpose of this publication is to assist owners and contractors in improving their mutual safety programs. It should be understood that contractors that perform work within the petroleum and chemical industries vary greatly. Some contractors perform construction and turnaround activities and drilling and well servicing; other specialty contractors provide skills and services that are not typically found within an owner's work force. Contractors may even provide services that augment the peak loads and skills of owners' work forces, such as in the maintenance and operation of facilities. These diverse functions and uses of contractors have in common the need for effective safety programs to protect both owner and contractor personnel from workplace injury and illness, as well as from losses associated with incidents arising out of contractor work.

This publication has been developed by an API task force comprised of representatives of owner companies and contracting firms involved in both upstream and downstream operations. After careful review and input, CMA elected to cosponsor this publication, fully supports its contents, and adopts it as a manager's guide. Application of any section of this publication should be the result of a management decision that takes into account the type of work, the level of risk, and the expected safety performance.
