Intelligence and Counterintelligence (I&CI) Training of Non-U.S. Persons

Under the authority in Reference (a), this Instruction cancels Reference (b) and establishes policy and assigns responsibilities under References (c), (d), DoD Instruction 3305.10 (Reference (e)), DoD Instruction 3305.11 (Reference (f)), DoD Directive 5105.60 (Reference (g)), DoD Directive O-5240.02 (Reference (h), DoD Directive 1322.18 (Reference (i)), and National Disclosure Policy (NDP-1) (Reference (j)) for I&CI training of non-U.S. persons.
APPLICABILITY AND SCOPE
This Instruction applies to:
The OSD, the Military Departments (including the Coast Guard at all times including when it is a service in the Department of Homeland Security by agreement with that Department), the Office of the Chairman of the Joint Chiefs of Staff and the Joint Staff, the Combatant Commands, the Office of the Inspector General of the DoD, the Defense Agencies, the DoD Field Activities, and all other organizational entities in the Department of Defense (hereafter referred to collectively as the "DoD Components").
For foreign military students or, where applicable, civilian students assigned from a foreign country's Ministry of Defense, or equivalent, or from selected international organizations approved for such training by the Under Secretary of Defense for Intelligence (USD(I)) in accordance with the procedures covered by the Director, Defense Security Cooperation Agency (DSCA) in accordance with DoD 5105.38-M, "Security Assistance Management Manual" (Reference (k)).
In the United States in the form of resident attendance in training programs conducted by a DoD Component.
In a foreign country by a U.S. Mobile Training Team or liaison element.
Through distance-learning media including video teletraining, correspondence courses, computer-delivered and Web-based instruction, and training documentation and materials.
