Purpose.

This change is issued to update page 2 of enclosure (5), "Spectrum-Dependent Asset Value Determination," per the July 2016 Office of Management and Budget (OMB) Circular A-11. Two revisions required in subsection 7a(2)(a)2 are as follows: The percentage used for shipboard systems operating in coastal waters has been updated to 39.1 percent of the U.S. population. Additionally, the website link to obtain census population is updated to http://www.census.gov. All other requirements in enclosure (5) remain the same.
