scope:
PURPOSE. This Instruction provides guidance on the conditions under which the U. S. Coast Guard will reimburse the Department of Defense (DoD) for educational services provided to dependent children of civilian employees appointed to positions in territories, possessions and commonwealths of the United States, such as Puerto Rico, Guam, Wake Island, American Samoa, the Northern Mariana Islands, and the U.S. Virgin Islands. These locations are henceforth referred to as U.S. Territories.
