Objective and Scope of Activities.
The ARAC will provide advice and recommendations to the FAA concerning rulemaking activities, such as aircraft operations, airman and air agency certification, airworthiness standards and certification, airports, maintenance, noise, and training. The ARAC's information, advice, and recommendations will result in better rules and/or guidance material. The activities ofthe ARAC will not circumvent the requirements of the Administrative Procedure Act, 5 U.S.C. § 553.
