PURPOSE AND SCOPE

The purpose of this document is to detail National Grid's technical and procedural requirements for the minimum security requirements on Integrated Security Solution (ISS) designated new and existing operational electricity substations.

This Technical Security Specification (TSS) document has two parts; Part A is intended to be the minimum security requirements that shall be deployed and applied to existing sites, new sites, extensions to sites or any other site works on designated Integrated Security Solution (ISS) sites. Part B is intended to be the minimum requirements for delivering the ISS signals to the ARC. These will be applicable to all electricity substations that have been designated for the Physical Security Upgrade Programme (PSUP).

The requirements listed below will form the basis of the integrated security solution and where there are several options the individual Site Specific Operational Requirements (SSOR) documents will specify which option to for a specific site. The SSOR can only select from the solutions in the TSS and a Technical Deviation shall be sought for any other solution.

The process flow is therefore TSS - SSOR - Front End Engineering Design (FEED) Design Intent Document (DID) - Detailed Design - Design Approval - Design Assurance - Construction.

This document also relates to additional measures that may be required on sites to enable the site to be further secured, such as tunnel security measures where applicable.
