scope:
PURPOSE. This Instruction:
a. Reissues DoD Directive 4165.63 (Reference (a)) as an Instruction to update policy and assign responsibilities for the management of DoD housing in accordance with the authority in DoD Directive 5134.01 (Reference (b)).
b. Continues authorization for the publication of DoD 4165.63-M (Reference (c)), in accordance with DoD Instruction 5025.01 (Reference (d)), to consolidate policy guidance and procedures for the DoD Housing Management Program.
APPLICABILITY. This Instruction:
a. Applies to OSD, the Military Departments, the Office of the Chairman of the Joint Chiefs of Staff and the Joint Staff, the Combatant Commands, the Office of the Inspector General of the Department of Defense, the Defense Agencies, the DoD Field Activities, and all other organizational entities within the Department of Defense (hereafter referred to collectively as the "DoD Components").
b. Encompasses housing for eligible personnel. All housing is covered to include units that are owned and operated by the Department of Defense as identified in DoD 7000.14-R (Reference (e)), or units that are privatized as identified in chapter 169 of title 10, United States Code (Reference (f)).
