This Standard applies to any individual who is responsible for allowing the continued or return to use of civil engineering assets in passenger service following inspection, testing, incident, maintenance, repair, alteration, renewal or provision of any civil / structural engineering asset which provides direct or indirect support to the track or any. If work on an asset can be checked and is checked, then the person who checked the asset is safety critical but the person who carried out the work (if different) is not considered to be safety critical. If work is not checked or aspects of the work cannot be properly checked, the person carrying out the work is considered to be safety critical. This standard applies to anyone undertaking work on assets deemed to be Safety Critical by the Railway and Other Guided Transport Systems (Safety) Regulations 2006, the Railway Safety Publication 4"Safety Critical Tasks Clarification of ROGS Regulations Requirements" published by the Office of the Rail Regulator and LU standard 1-548 "Safety Critical Work".
The competence requirements apply to any individual employed by London Underground or their suppliers who carry out the activity in 2.1 regardless of the job title, grade or position.
Purpose
The purpose of this Standard is to ensure that any individual undertaking safety critical work in the 'Civil Engineering' asset areas involving: inspection, testing, incident, maintenance, repair, alteration, renewal or provision of any civil / structural engineering asset which is defined as safety critical in accordance with the Railway and Other Guided transport Systems (Safety) regulations 2006, Railway Safety Publication 4 "Safety Critical Tasks Clarification of ROGS Regulations Requirements" published by the Office of the Rail regulator and LU standard 1-548 Safety Critical work have the relevant competence requirements. This includes all associated temporary works and lifting of service restrictions. Where an activity is subject to inspection prior to service, the licence requirement applies only to the inspection.
