scope:

PURPOSE. In accordance with the authority in DoD Directive (DoDD) 5134.01 (Reference (a)), this Instruction:

a. Establishes authority, assigns responsibilities, and prescribes procedures in accordance with section 2539b of title 10, United States Code (U.S.C.) (Reference (b)) as amended by section 232 of the FY 2008 Defense Authorization Act (Reference (c)) for provision of samples, drawings, information, equipment, materials, and certain services to non-DoD persons and entities.

b. Incorporates and cancels the Under Secretary of Defense for Acquisition and Technology Memorandum (Reference (d)).

APPLICABILITY. This Instruction applies to OSD, the Military Departments, the Office of the Chairman of the Joint Chiefs of Staff and the Joint Staff, the Combatant Commands, the Office of the Inspector General of the DoD, the Defense Agencies, the DoD Field Activities, and all other organizational entities within the DoD (hereinafter referred to collectively as the "DoD Components").
