This standard is applicable to all SCO capital programmes for the enhancement and renewal of T&RS, OTMs and OTP.
Capital Programmes for overhaul of T&RS, OTM and OTP are out of the scope of this document with the exception of any vehicle modifications completed as part of the overhaul programme.
This standard is not applicable to capital programmes for all other SCO assets (e.g. Mobile Depot Plant, Fixed Depot Plant, Buildings, Infrastructure etc.).
Purpose
This standard defines the minimum project engineering assurance arrangements for all Supply Chain Operations (SCO) capital programmes for the enhancement and renewal of Traction & Rolling Stock (T&RS), On-Track Machines (OTMs) and On Track Plant (OTP). This standard defines the best practices and processes that should be used so that project engineering assurance is correctly managed.
These best practices and processes have been developed from a review of the lessons learnt from previous SCO Capital Programmes to help reduce the risk of project overruns, overspends and delivering a product which fails to meet the customer's expectation.
This standard will be used in conjunction with NR/L2/INI/P3M/101 so that engineering projects within Route Services Supply Chain Operations are managed effectively.
