The EDM process defined in this instruction is facilitated by CNO, VCNO, and DNS executive leadership venues, and informed by chartered boards, enterprises, symposiums, steering groups, task forces, and other forums at which issues of significant importance to the Navy and Marine Corps are discussed, synchronized, decided, or framed for discussion and decision at a higher level. The interrelationships of these forums are graphically depicted in enclosure (1). An illustrative list of some of the more common recurring executive leadership forums are listed in enclosure (2).
Purpose. To issue the Chief of Naval Operations (CNO) executive decision-making (EDM) process and its supporting framework of deliberative venues, through which significant issues are raised, discussed, and resolved by senior Navy leadership. This is a complete revision and should be reviewed in its entirety.
