PURPOSE. In accordance with the authority in DoD Directives 5134.01 and 5030.19 (References (a) and (b)), this instruction reissues DoD Instruction 5030.36 (Reference (c)) to update established policy, assigned responsibilities, and prescribed procedures and provide guidance for the security control of civil and military air traffic in all U.S. territorial airspace and other airspace over which the Federal Aviation Administration (FAA) has air traffic control jurisdiction by international agreement when various emergency conditions exist.

APPLICABILITY. This instruction applies to OSD, the Military Departments, the Office of the Chairman of the Joint Chiefs of Staff and the Joint Staff, the Combatant Commands, the Office of the Inspector General of the Department of Defense, the Defense Agencies, the DoD Field Activities, and all other organizational entities within the DoD (referred to collectively in this instruction as the "DoD Components").
