Purpose. Establish policy, procedures, and responsibilities for the Department of the Navy (DON) Combating Trafficking in Persons (CTIP) program per references (a) through (t) in enclosure (1). This is the initial issuance of this instruction and should be read in its entirety.

Applicability. This instruction applies to the Office of the Secretary of the Navy (SECNAV), the Chief of Naval Operations (CNO), the Commandant of the Marine Corps (CMC), and all DON activities, components, and personnel. This instruction also applies to supporting contractors, subcontractors, and consultants who are engaged in the management, oversight, or execution of activities for or on behalf of the DON.
