This manual is applicable to the Supply Chain Operations managed fleet where Network Rail is identified as the Entity in Charge of Maintenance (ECM) on the National Vehicle Register (NVR).
This manual is applicable to all SCO teams responsible for the engineering and management of SCO T&RS and OTM assets
SCO owned assets which have a third party ECM identified in the NVR are not in scope of this manual.
On-Track Plant (OTP), Mobile Depot Plant (MDP) and Fixed Depot Plant (FDP) are not in scope of this manual.
Purpose
This manual provides requirements and procedures to enable Supply Chain Operations (SCO) to comply with ROGS, with the requirements of NR/L1/RMVP/0001 and NR/L2/RMVP/0090 (where specified) and enables the implementation of an ISO 55001 compliant Asset Management System (AMS) within SCO.
The application of the requirements and procedures contained within this manual mitigate the following high level risks:
a) Non-compliance with legislation and regulatory requirements.
b) Maintenance safety risks posed to staff undertaking maintenance on Network Rail On-Track Machines (OTM) and Traction and Rolling Stock (T&RS) assets.
c) Operational safety risks posed by Network Rail OTM and T&RS assets when operated on Network Rail managed infrastructure.
