scope:

This instruction is applicable to all civilian and military personnel and foreign nationals assigned to NAVEDTRACOM activities at all levels. Activities reporting to CNET for military command as the designated Responsible Line Commander (RLC) are responsible for carrying out NAVOSH program requirements established by the Department of the Navy (DoN) and their administrative chains of command from which they receive primary and technical support. Exceptions and specific requirements not included in the scope of this instruction are: aviation explosives, radiation, diving, and training safety; military unique equipment, systems and operations; and contractor operations.
