Scope.

United States Air Force airfields are available for use by foreign governmental aircraft so far as such use is consistent with the foreign aircraft's country clearance (if within the U.S., as provided by the Department of State, or foreign sovereign if abroad), does not interfere with military operations and does not jeopardize the military utility of the installation. Access will be granted on an equitable basis. United States Air Force requirements will take precedence over authorized foreign governmental aircraft use. Exceptions to this instruction are not authorized without prior approval from Headquarters United States Air Force, Deputy Chief of Staff for Operations (AF/A3).
