scope:

This instruction applies to all AF active duty, AFRC, and ANG intelligence units, staff organizations, civilian-contracted organizations and non-intelligence organizations that perform intelligence-related activities (e.g., Eagle Vision units and cyberspace activities) that could collect, analyze, process, retain, or disseminate information on US persons.

This instruction does not apply to criminal investigations conducted by the Air Force Office of Special Investigations (AFOSI). Reference AFI 71-101 Volume 1, Criminal Investigations.
