This AFI provides instruction for USAF organizations to implement IAC Programs. As used herein, IAC refers to the broad range of international activities in which the DoD and a foreign government(s) jointly manage efforts to satisfy common military requirements through cooperation in research, development, test, evaluation, acquisition, and production, in support of air, space, and cyberspace technology and systems.
This AFI covers stakeholders' roles and responsibilities to implement IAC activities; the myriad of IAC Agreements that serve as enablers for USAF organizations; and associated IAC Programs for USAF proponents: Foreign Comparative Testing (FCT) program; International Cooperative R&D program (ICR&D); Cooperative Warfare Program (CWP); and the Engineer and Scientist Exchange Program (ESEP)/Administrativ

Purpose.
Manage USAF participation in International Armaments Cooperation (IAC) programs to successfully achieve goals and objectives outlined in the National Security Strategy (NSS), the National Defense Strategy (NDS), National Military Strategy (NMS), DoD International Engagements Strategy, USAF Strategic Master Plan (SMP), Secretary of the Air Force (SECAF) Science and Technology (S&T) priorities, and the Air Force Security Cooperation Flight Plan Annex A: Security Cooperation Strategy.
