This AFI provides instruction for managing routine international participation in USAF-sponsored CONUS flying training exercises as listed on the Air Force Master Exercise Calendar (MEC), including (but not restricted to) the following events: RED FLAG-Nellis (RF-N), RED FLAG-Alaska (RF-A), GREEN FLAG-East (GF-E), GREEN FLAG-West (GF-W), GREEN FLAG-Little Rock (GF-LR), RED FLAG-RESCUE (RFR)( formerly known as ANGEL THUNDER), and MOBILITY GUARDIAN. The AFI covers stakeholder roles and responsibilities, SAF/IA-hosted participation boards, key goals and timelines, international flying unit assessment criteria and pre-exercise preparation training plan management, Foreign Military Sales (FMS) case support, range Weapons Danger Zone (WDZ) safety considerations, Executive (ELO) and Working Level Observer (WLO) programs, rules for ground participants, English language proficiency requirements, Pre-and/or Post-exercise training, media/Public Affairs (PA) support for international participants, and after action reporting.
