Purpose.

This instruction sets forth policy and provides procedures for the planning and execution of U.S. military support to the Proliferation Security Initiative (PSI), as directed by the Secretary of Defense (reference a). When authorized, the U.S. military will support the PSI by conducting activities that support the U.S. Government's (USG's) capacity building of PSI partner nations to improve their national operational capabilities and domestic legal authorities to interdict weapons of mass destruction (WMD), their delivery systems, and related materials. These activities include the planning and execution of PSI activities (Enclosure A). This instruction implements references a through j.
