Engineers Vehicles - Brake System

This Standard applies to all Purpose Built EVs in its entirety.
This Standard, excluding the "Purpose Built" Sections, applies to any other "new to LU" or "previously approved for use on LU" EVs.
This Standard applies to existing LU owned EVs (i.e. which pre-date the publication of this Standard) in respect of the Maintenance Section (Part H) which operate in Traffic Hours and shall also be used as guidance in developing the maintenance requirements for non-Traffic Hours vehicles.
The technical requirements defined in this Standard for Purpose Built vehicles are not intended for retrospective implementation on existing engineers vehicles (other than as part of appropriate and agreed modifications).
When existing EV's are to be modified, the scope and degree of compliance with the technical requirements defined in this Standard shall be assessed for reasonableness and agreed as part of the development and approval of the Particular Specification for that modification.
The Standard provides requirements and process which shall be applied as follows:
a) The engineering and safety management Section of the new "RS req's for EV's" Standard mandates requirements and processes concerning the engineering controls to be applied when undertaking any work within the RS Asset area.
b) The maintenance Section defines the minimum requirements to be satisfied in respect of the train maintenance for the brake and air system on any Engineers Vehicle or fleet of vehicles.
c) This standard provides the minimum technical requirements which need to be satisfied for the brake system on any new EV design or a major modification to an existing EV design. In addition, it provides a series of check lists, prompts and reminders of key elements which need to be addressed as requirements within a Braking Specification.
d) This standard provides the technical requirements which need to be satisfied, where practicable, for any minor modification to the Brake System of an existing EV or EV fleet. In addition, it provides a series of check lists, prompts and reminders of key elements which need to be addressed during the development of the modification.
This standard shall not be used as a formal contract document but shall principally be used as a reference document by technical and project staff within LU during any of the following activities;
a) New design of an EV brake or air system product,
b) New build of an existing EV brake or air system product,
c) Modification of a new design of EV brake or air system product post its initial approval,
d) Modification of an existing design of a brake or air system EV product. For such modifications, the scope and degree of compliance with the Technical Requirements defined in this Standard shall be assessed for reasonableness and application, e) Development or modification of the maintenance regime for the brake or air system on any EV.
Note: A "product" in this context can mean a complete train or formation, an individual vehicle, a vehicle system, a sub-system or a component.
In preparing this standard the following assumptions were made and Section Q3.1.4 requires the project to validate these assumptions and formally raise any identified issues:
a) The traction power supply will remain a 4 rail system with positive and negative conductor rail power supply,
b) The traction power supply voltage will be progressively increased up to the limit defined in the Power Standard LU Standard S1-122.
c) The track gauge will not be changed,
d) The introduction of new or modified EV rolling stock must not require extensive infrastructure work. E.g. signalling compatibility and EMC,
e) Any Engineers Vehicle should be capable of operating over any part of the LU Network or, as a minimum, any part of the sub surface network.
f) Compatibility between the braking systems on new and existing Engineers Vehicles must be provided for operation and recovery purposes.
g) Purpose Built Engineers Vehicles, procured by LU and intended for operation on LU Infrastructure, shall not be designed to enable operation on Network Rail Infrastructure unless specifically required by the Particular Specification.
Note: The technical requirements in this standard are intended to be used primarily for new vehicles and systems. Specifications for spares to be fitted to existing stock should use the standards to which they were originally designed and built unless it can be demonstrated that the new standards meet or exceed the original requirements and do not cause any issues to arise, when considered as a whole, when one newly designed part or item is used with other, older design parts or items.
This standard does not apply to Rolling Stock operating in Passenger Service but does apply to ex passenger rolling stock which are to be converted (or have been converted) to an "engineering or service support" function (e.g. OTMs providing track recording, asset inspection and leaf fall mitigation trains).
This Standard refers to LU Standard S1180 - "Standard for Rolling Stock" and LU Standard S2180 - "Passenger Rolling Stock".
Users of this Standard are required to familiarise themselves with the Definitions (Section 6.4) to avoid potential mis-understanding or confusion arising from the terminology used within this Standard. Equally, it is important to understand the applicability of the various requirements; to that end the following requirement table(s) indicate which parts of the EV Brakes Standard are applicable to various types of Engineers Vehicle.
The following "requirement tables" are divided between "traffic hours" (2.13) and "non traffic hours" vehicles (2.14). In addition, there is a separate table (2.15) covering the requirements for OTM "In Transit Wagons" (e.g. Cranes) - i.e. vehicles which are hauled (unpowered, effectively as a wagon) in train formation during traffic hours but which can operate under their own power once on site.
