Establish Scope and Objectives

It is the owner's responsibility to establish the purpose and objectives of the repair. Based on the results of the structural assessment, the owner, with the help of the LDP, should establish the objectives and extent of the repair program. Are the repairs necessary to restore the structural safety of the structure? Are the repairs needed to maintain the serviceability and long-term durability of the structure? Are the repairs mandated by the governing codes and regulations, i.e., required to maintain the safe status of the building or structure? What are the repair alternatives and cost-effective analyses for each? Answers to these questions can provide the owner with a good decision-making basis. Owners should set realistic expectations for a successful project. A repaired structure cannot become new; it may look like new, but its remaining service life is decreasing as it ages.
