scope:
This Standard applies to:
a) assets owned or leased by Network Rail;
b) assets procured indirectly through a contracted service from a third party.
This standard also applies to all Network Rail staff, including agents acting on behalfof Network Rail, involved in the:
a) maintenance of rail vehicles;
b) operation of rail vehicles; or
c) use of rail vehicles.
It also applies to the post-delivery elements of new rail vehicle projects, includingwarranty defects, strategic spares and retrospective work arising from deficiencies in original build activities.
This Standard does not apply to:
a) assets supplied on a short-term (less than four weeks) or spot hire basis;
b) locomotives and wagons supplied under contract from an accredited Freight
Operating Company;
Purpose
This Standard defines the minimum requirements for all technical and engineering activities related to the safe acquisition of Railbound Vehicles and On Track Plant assets within the Plant and Traction and Rolling Stock (T&RS) portfolio.
The implementation of this standard will mitigate the following risks:
a) ordering of vehicles, supply of safety critical products and services as defined in NR/L1/RMVP/0001 that are not fit for purpose;
b) inability to get NoBo/DeBo/AB/PAB approval of new vehicles or vehicle upgrades; and
c) that vehicles do not meet end user's requirements.
