Purpose:
In accordance with the authority in DoD Directive 5134.01, the July 13, 2018 Deputy Secretary of Defense Memorandum, and the guidance in DoD Directives 4715.1E and 3020.40 and DoD Instruction (DoDI) 5000.02, this issuance establishes policy, assigns responsibilities, and provides procedures for an enterprise-wide approach to the identification, assessment, and management of "DoD ECs" (referred to in this issuance as "ECs") with new or changing toxicity values or environmental risk assessment regulations.
