Many of the Project Planning & Control (PP&C) principles and practices described in this handbook apply to both programs and projects; however, the emphasis of this handbook is to describe the processes necessary for project and mission support business management.

The MSFC Associate Director is the executive sponsor for the PP&C process. The Office of Strategic Analysis and Communications (OSAC) is the overall PP&C process owner, with discipline expertise residing throughout MSFC (See Figure 1). Additional mission support and project PP&C oversight is provided by the Business Management Committee (BMC) (See MSFC Charter, MC-22, MSFC Business Management Committee). Project PP&C oversight is also provided by the MSFC Program/Project Management Advisory Committee (PPMAC) (See MSFC Charter, MC-38, Program/Project Management Advisory Committee).
