Purpose.

The purpose of this AFI is to ensure AF contracted services are delivered to the warfighter effectively, efficiently, and in a timely manner. This instruction seeks to encourage a synergistic relationship within the services acquisition community, which consists of program managers, contracting officers/specialists, functional representatives, contracting officer representatives, quality assurance program coordinators, financial managers, small business professionals, requirement owners, and any other stakeholder charged with any part of developing, executing, or monitoring a services requirement from identification to contract close-out. Within this AFI, there are actions that call for crosstalk between the different disciplines to gather necessary documentation or data to demonstrate that effective governance processes are in place to manage services acquisitions. It encourages each member to reach out and gather what is necessary to deliver needed services to the warfighter and to show accountability to the taxpayer. It provides instruction to mission owners and acquisition officials charged with defining and acquiring capabilities necessary to support the warfighter. Many sections of this document are divided into the three main structures, which are the categories of the owner's services requirements (MAJCOM/DRU/FOA, HAF, or Weapon Systems PEO). Use this instruction in conjunction with AFI 63-101/20-101, Integrated Life Cycle Management, to ensure adequate acquisition of contracted services.
