This instruction applies to all NAVFAC civilian employees. In the event of a conflict between a negotiated agreement and this instruction, the provision(s) of the agreement will prevail until such time as changes can be negotiated to align the agreement with this NAVFAC-wide policy. Foreign national employees working overseas must follow light-duty and return-to-work processes established within the country of their employement.

Purpose. To provide a light-duty and return-to-work policy for all Naval Facilities Engineering Command (NAVFAC) employees who are partially disabled as a result of an on-the-job (OTJ) traumatic injury or occupational illness, as defined by the Federal Employees' Compensation Act (FECA). This instruction will provide guidance to be followed when, through proper evaluation, it has been determined that an employee is able to work, but unable to perform the full range of his/her assigned duties as a result of an OTJ injury or illness. If an employee's restrictions become permanent, he/she will be offered the opportunity to formally request reasonable accommodation in accordance with the procedures in reference (f). This instruction must be used in conjunction with references (a) through (f).
