scope:
Purpose. To establish command-wide policy and procedures, in accordance with references (a) and (b), for hiring employees into a competitive service position who have previously retired from federal service under voluntary or discontinued service retirement procedures.
Applicability. This instruction applies to the Naval Facilities Engineering Command (NAVFAC) Headquarters (HQ) and all subordinate commands. The policy covers positions under the General Schedule for grades 1 through 15 and the Federal Wage System pay systems. Excluded from this policy are positions in the Senior Executive Service
