scope:

APPLICABILITY. This Instruction applies to:

a. OSD, the Military Departments (including the Coast Guard at all times, including when it is a service in the Department of Homeland Security by agreement with that Department), the Office of the Chairman of the Joint Chiefs of Staff and the Joint Staff, the Combatant Commands, the Office of Inspector General of the Department of Defense, the Defense Agencies, the DoD Field Activities, and all other organizational entities within the DoD (hereinafter referred to collectively as the "DoD Components").

b. The Commissioned Corps of the Public Health Service and the National Oceanic and Atmospheric Administration, by agreement with the Departments of Health and Human Services and Commerce, for submission of active duty (AD) uniformed service pay records.

c. All regular AD officers, warrant officers, and enlisted personnel assigned to the AC.

PURPOSE. This Instruction, in accordance with the authority in DoD Directive (DoDD) 5124.02 (Reference (a)), reissues and renames DoD Instruction (DoDI) 7770.2 (Reference (b)) to establish policy, assign responsibilities, prescribe procedures, and establish requirements for the electronic reporting of Active Component (AC) pay data files, maintained by the Military Services, to the Defense Manpower Data Center (DMDC).
