Purpose. This instruction establishes the Chairman of the Joint Chiefs of Staff policy, guidance, and responsibilities for implementation of the UJTL program.

Applicability. The policy and procedures herein apply to the combatant commands, Services, Reserve Components (RC) (to include the National Guard), combat support agencies (CSAs), Joint Staff, and joint organizations.
