PURPOSE

The primary purpose of this manual is to describe the Universal Safety Oversight Audit Programme Continuous Monitoring Approach (USOAP CMA) and to provide guidance to ICAO Member States (hereafter referred to as Member States or States), recognized organizations, team leaders (TLs), team members (TMs), subject matter experts (SMEs) and support staff involved in the planning, preparation, conduct and reporting of USOAP CMA activities.

It also provides information on the background and evolution of USOAP CMA, along with an explanation of its management and various components and includes procedures for conducting USOAP CMA activities.
