Applicability. This regulation applies to the
active Army, the Army National Guard/Army National Guard of the
United States, and the U.S. Army Reserve, unless otherwise stated.
It also applies to personnel involved in research, development,
acquisition, and support of materiel and systems. It applies to all
Department of the Army acquisition programs, including national
security systems; special access programs (unless specifically
excepted per program charter); medical systems; computer resources
integral to those items or systems; system and nonsystem training
aids, devices, simulations, and simulators; embedded training;
embedded testing; instrumentation, targets, and threat simulators ;
and clothing and individual equipment. It applies to command,

Purpose
This regulation and DA Pam 70-3 implement the Army's acquisition policy for programs in acquisition categories (ACATs) I through III. (See para 3-2, below.) This regulation assigns responsibilities to Army organizations in accordance with DODD 5000.01 and DODI 5000.02. The Army will apply the direction contained in DODD 5000.01 and DODI 5000.02 to all acquisition programs while streamlining and tailoring the procedures within statutory and program requirements. This regulation also specifies Army's acquisition workforce management responsibilities and defines clothing and individual equipment (CIE) acquisition responsibilities.
