Spare parts for new systems should be procured and stocked prior to handing-over the system for contract maintenance. This did not occur for the elevators in the new Operations Support Building (OSB) II building at the Kennedy Space Center. Because spares were not available, repairs were delayed when an elevator malfunctioned.
