This Company Standard defines in outline the requirements for the management of existing structures. Details of the management actions required are contained within the Specifications, which, together with this Company Standard, form the group of Network Rail Standards for the Management of Existing Structures.
This Company Standard applies to all existing Network Rail owned structures, Network Rail managed structures, Shared Structures and Outside Party Structures, and to those appointed by Network Rail to be responsible for the management of such structures. The word "structure" in this Company Standard applies only to structures within the scope of this Company Standard.
Each structure shall be assigned an appropriate Structure Category. Structures shall be managed in accordance with the requirements of this Company Standard and the Specifications for the assigned Structure Category. The Structure Categories are:
A Bridges and Culverts;
B Retaining Walls;
C Tunnels;
D Earthworks;
E Buildings and station structures;
F Coastal, Estuarine and River Defences;
G Ancillary structures.
Guidance to assist in the assignment of a Structure Category to an individual structure is included in Appendix C. Where justifiable, a Structure Category different from that shown in Appendix C may be assigned to a structure, in which case the justification for this decision shall be recorded.
Within this document, references to Specifications within the Group of Network Rail Standards for the Management of Existing Structures are made in relation to the Structure Categories as listed above, i.e. EX(A) to (G), and the Volume number as referenced in Appendix B, as well as the Network Rail Standard number.
In respect of Buildings, this Company Standard applies only to the management of structural safety and does not apply to general Building management and maintenance.
Health and safety requirements applicable to the management of structures, operational safety and emergency evacuation requirements are not within the scope of this Company Standard.
This Company Standard does not define the organisational and commercial responsibilities for delivering the requirements of this Company Standard.
Purpose
The purpose of this Company Standard is to define the requirements for the management of existing structures on, over or under Network Rail's infrastructure such that there is no unacceptable risk to safety as a result of their condition, use or location.
A structure management process is defined to control the following aspects of the structure life-cycle:
• Routine management processes;
• Structure Category specific management processes;
• Particular management processes.
Compliance with this Company Standard and supporting Specifications will ensure compliance with the Railway Group Standards.
