scope:
a) This Defence Standard (Def Stan) 02-319 specifies the general requirements for the design and installation of an integral Aviation Fuel System(s) on Her Majesty (HM) Surface Ships, establishing all the necessary accessories to ensure the delivery, storage, preservation and the dispatch of Aviation Fuel direct to an aircraft, either stationed on or hovering off the Ship's deck, at the recommended Fuelling rate.
b) This Standard also covers the requirement to maintain the capacity for Re-Fuelling of an aircraft when there is limited availability or restricted use of NATO F-44 type Aviation Fuel, by providing a substitute Fuel source and Transfer System that is integrated into the overall Aviation Fuel System.
c) To manage and complete the design and installation of a functional Aviation Fuel System all the following criteria needs to be considered by the System Designer, in conjunction with the relevant Systems Requirements Document (SRD) or Procurement Specification (PS), and where applicable cross referenced with associated Def Stan 02-320 for Fuel System Design and Installation of Gas Turbine (GT) and Diesel Engines (DE) in HM Surface Ships and Submarines:
1) Selection of either a Single or Multi-Point Aviation System(s) with regard to the Ship's application and the influence of all the subsequent factors below;
2) The establishment of the individual Aviation Fuel System interfaces;
3) The production of Sub-System drawing(s) incorporating MOD Standards and Specifications requirements, plus the integration of the supporting suppliers Accessory Equipment Drawings to ensure they meet the Aviation Fuel System and associated interface requirements;
4) To ensure the Aviation Fuel System and the associated components shall comply with the requirements of all relevant Standards whether European, International, National, Military or Naval.
5) To ensure compatibility regarding the Material selection of all the Systems individual components and Accessory Equipment with the associated Fuels, Oils and protective paints required to be used and applied in an Aviation Fuel System;
6) The influence of the Ships environmental conditions to the whole Aviation Fuel System;
7) To ensure all the essential accessories and factors required to eliminate or minimise Aviation Fuel Contamination are assessed and where appropriate implemented;
8) To ensure that the entire Aviation Fuel System and all the relevant Equipment is 'Safe to Operate' regarding to the Ships application and environment, plus for the individual Ship's persons on board during operational movements and when future maintenance is required.
9) To assist in the requirements of Clause 8) above and ensure clarity with the System, the Fuel System Designer(s) or Component Manufacturer's shall define any hazard that cannot be completely eliminated and clearly state the possible consequences to personnel, equipment and to the overall System, with precise recommendations of the course of action(s) required to avoid any incident occurring. In addition, if applicable any of the precautions necessary to remove or avoid potential hazards shall be clearly detailed or labelled where appropriate, either on board Ship or on individual Equipment.
10) The application and objectives of each of the following individual Sub-Systems or Service Design Requirements are based on whichever type of Single or Multi-Point Aviation System is selected and also where appropriate, comply with each of the criteria highlighted above;
I) Filling System;
II) Storage Tanks;
III) Transfer System;
IV) Service Tanks;
V) Re-Fuelling System;
VI) De-Fuelling System;
VII) Stripping and Fuel Recovery System;
VIII) Fuel Clean-up Equipment;
IX) Fuel Pumps;
X) Valves;
XI) Aircraft Re-Fuelling and De-Fuelling Equipment;
XII) Instrumentation and Controls;
XIII) Safety, Shock, Noise and Vibration Requirements;
XIV) Preservation;
XV) Cleanliness;
XVI) Makers works and installed System Pressure Tests;
XVII) System Flushing; and
XVIII) Installation Inspection and Trials.
