scope:
PURPOSE.
This Instruction establishes Coast Guard policy and procedures governing the use of the Cybersecurity Employee Retention Plan for Coast Guard civilian employees paid from Operations and Support appropriations. The plan authorizes cybersecurity retention incentive payments for employees with critical cyber certifications or a group incentive payment for cybersecurity employees with unusually high or unique qualifications who are likely to leave Federal Service.
