Purpose.
To identify responsibilities and requirements for development, control, maintenance, and review of the Navy Enlisted Occupational Classification System (NEOCS). Major changes to this revision are outlined in subparagraphs 1a and 1b. This instruction is a complete revision and should be reviewed in its entirety.
a. Guidelines for utilization of enlisted occupational standards (OCCSTD) have been added for establishing OCCSTDs for training and career development.
b. A glossary has been added for OCCSTDs terminology.
