scope:
Purpose
a. To provide policies and procedures per references (a) through (f) to govern the operation, resourcing, and management of the visiting flag quarters at the Washington Navy Yard.
b. This instruction expands some visiting flag quarters' funding sources to allow appropriated funds (APF) or nonappropriated funds (NAF) in appropriate situations and includes Medal of Honor recipients in the priority ranking. This instruction is a complete revision and should be reviewed in its entirety.
