Purpose.
This instruction implements references (a) through (f) and (i) through (k) and establishes Department of the Navy (DON) policy, procedures, and processing deadlines for the planning, convening, and execution of boards to consider eligible Navy and Marine Corps commissioned officers for selective retirement, selective early retirement, selective early removal, and selective early discharge. This instruction contains new guidance and should be reviewed in its entirety.
