This module provides methods and guidance in the identification of reasonable opportunities when works are proposed that affect or change the signalling assets or its records.

It applies to all works affecting signalling assets, including level crossings and S&C renewal. These include when:

a) equipment is renewed;

b) alterations are made to the layout;

c) layouts are re-signalled or relocked;

d) additional routes are provided;

e) lines are re-controlled.

This excludes individual component replacement under maintenance testing or functionally equivalent design.

Purpose

The purpose of this module is to critically examine project scope at a time in the design development whereby it is practicable to consider amending its limits. It challenges a preconceived belief that perpetuating existing arrangements is always tolerable. It encourages consideration of what may be reasonable to include, and highlights to the asset owner the residual risks that remain.

Following this module will reduce the post-project residual risk, be it performance, technical or safety related. It may give financial benefit in the short and long term depending on the merits identified for reasonable opportunity.
