Scope of DJMS-RC.
DJMS-RC provides computed payment of pay and allowances to members of the reserve component for training performed and active duty support of military personnel appropriation tours. This includes:
Uniform allowance for officers.
Disability payments for members who become incapacitated while performing inactive duty or active duty. See Chapter 25, Incapacitation Pay.
Payments to members in the high performance incentive program and ROTC for items such as subsistence, stipend, books, miscellaneous fees and training. See Chapter 34, Special Programs for details.
DJMS-RC does not make payments for the following:
AGR personnel paid using DJMS- Active Component (DJMS-AC)
Active duty performed by officers and Airmen as identified in Chapter 24, Payments by DJMS-AC.
DFAS maintains accounting records and provides accounting and financial management reports for the ANG appropriation (3850), AFR appropriation (3700), and the Active Duty military personnel appropriation (3500). In addition, DFAS maintains records, prepares reports, and pays tax withholdings (Federal Insurance Contributions Act (FICA), federal income tax and state income tax). See Chapter 30, Withholding of Income Tax.
Non-DFAS accounting:
Temporary duty (TDY) and permanent change of station (PCS) travel funds. TDYs are processed through either the Reserve Travel System or the Defense Travel System. PCS is processed through Reserve Travel System.
Subsistence, books, and training payments (as applicable) for Health Professions Scholarship Program and ROTC members. (Health Professional Scholarship Program stipends and the required 45-day annual training are paid through DJMS-RC. This program is centrally managed by Air Reserve Personnel Center (ARPC).)
Health Professions Scholarship Program. The payroll office for Health Professional Scholarship Program students is the Reserve Payroll Office located at ARPC, Denver, CO. ARPC/RIO is the servicing payroll office for all Individual Mobilization Augmentees.
The Denver, CO ARPC payroll office inputs DJMS-RC transactions not available in the AFR data collection system.
