The scope of NPR 8284 is digitisation in an urban environment. An OUP is a precondition for digitisation in the public space.
This NPR:
- gives an introduction to the concept of an OUP;
- describes and defines concepts related to an OUP;
- provides a more in-depth description of the governance and interoperability of an OUP;
- provides practical guidelines for developing an OUP in the conceptual phase, the implementation phase and the operational phase;
- provides procurement guidelines for future European tenders for OUPs for all Dutch municipalities;
- describes opportunities for sharing knowledge and thus accelerating the adoption, replication and learning processes for digitisation and data-driven working;
- gives examples from the various Dutch cities and/or regions which can also be applied to other cities and/or regions.
The NPR can be applied by different categories of stakeholders, such as:
- municipal and other public and semi-public authorities,
- universities and other knowledge institutions,
- commercial companies: start-ups, SMEs and multinationals,
and by a broad group of professionals within these organisations, such as:
- chief information officers (CIOs);
- chief technology officers (CTOs);
- strategy advisors;
- project leaders;
- researchers;
- IT specialists.
This NPR only considers the OUP and does not deal with specific services. Privacy, security, ethics, trust and similar issues concern specific services and are not part of the scope of this NPR. There are many standards and existing legislation for privacy, security, trust, transparency, etc. which should be observed. They will be referred to.
