Purpose.

This change harmonizes FAA Order 9120.1D with the updated FAA Order 2150.3C, FAA Compliance and Enforcement Program, published September 18, 2018. Changes include updated guidance on the collection, preservation and authentication of evidence, updated guidance on assembling the Enforcement Investigative Report (EIR) and what information must be included in Section B, and the new method of determining punitive sanctions. This change also incorporates FAA Order 8000.373A, published October 31, 2018, which sets forth overarching guidance for implementing the FAA Compliance Program (previously referred to as the Compliance Philosophy).
