The requirements of this procedure apply to the OP&S team and all signalling operational manager disciplines that have a compliance responsibility for signallers and mobile operations managers.

PURPOSE

The purpose of this document is to provide a framework for the Operations, Principles and Standards (OP&S) team to deliver when carrying out a National Operations Quality Assurance Review (NOQAR).

The NOQAR is a support mechanism for each region to determine the level of compliance to  NR/L3/OPS/045 and other operational group standards. By reviewing the level of compliance, improvements can be suggested by the OP&S team which may assist the regions in reaching a full  compliance and mitigating all possible risks while maintaining continuous improvement.

The regions are at risk of non-compliance which presents but not limited to, safety, performance  and financial risk to the business. While these non-compliances may later be identified by the National Audit team, the NOQAR acts both as a 'health check' to determine the current compliance state of each as well as promoting best practice nationally.
