Purpose.
The purpose of this document is to provide detailed munition requirements to ensure the completion of EOD disposal procedures prior to fielding of their weapons. This JOTP is for development of disposal procedures only; and, does not include requirements for development of render safe procedures (RSPs), disassembly procedures, and weapon system downloading. For those specific requirements, contact NSWC IHEODTD and CCDC ARMAMENTS CENTER EOD DIVISION FOR ARMY FIELDED WEAPONS SYSTEMS/MUNITIONS. This JOTP should be used in conjunction with Service specific requirements with respect to development of disposal procedures. Where Service specific direction is ambiguous or non-existent, this JOTP is intended to provide direction in conjunction with Service specific EOD representative dialogue to work through the process.
Application.
JOTP-072 applies to all U.S. and foreign weapons under US acquisition, containing energetic material which may be subject to disposal by EOD technicians. Further, this JOTP applies to any weapons program where a released baseline is being changed or accepted due to an Engineering Change Proposal (ECP), waiver, or deviation. Communications with EOD procedures developers is encouraged to occur early in the development phases of a weapons program to define and budget for the number of assets required. In cases where budgets and schedule are restrictive to number of available test assets, early planning and coordination with NSWC IHEODTD or CCDC ARMAMENTS CENTER EOD DIVISION, can aid in executing alternative courses of action; reducing programmatic risk to cost and schedule when planning for fielding of munitions.
Rationale for foreign weapons under US acquisition requirements: It is not uncommon for a foreign weapons developer or coalition partner to provide a recommended disposal procedure as part of the delivered product. The US disposal standard for complete consumption of energetics is not necessarily the same as our partners; warranting US verification and validation of methods of disposal through assets provided.
Limitations.
This document is only applicable to conventional (non-nuclear) U.S. munitions and weapons systems; and, conventional foreign weapons under US acquisition.
