PURPOSE.
This Manual establishes the mission of the Coast Guard National Intelligence Element (NIE) and sets forth policies and procedures for the conduct of intelligence activities by the Coast Guard NIE and oversight of those activities in a manner consistent with the protection of the constitutional rights of U.S. Persons and all others entitled to such protections.
