scope:
Purpose.
This instruction provides the Joint Staff with a framework Joint Staff managers can use to develop and implement a telework program that meets the needs of their specific workforce and mission. The instruction promotes (1) recruitment and retention of the best possible workforce; (2) continued operations during emergency conditions; (3) reduced management costs related to employee turnover and absenteeism; and (4) enhanced work/life balance by allowing employees to better manage their work and family obligations.
