This instruction applies to all MTFs. It is expected that each MTF will design processes that comply with standard business practices, processes, and reporting requirements set forth in this instruction and enclosures (1) through (3). These processes include implementation and oversight of a coding program that incorporates training, auditing, and accurate submission of data.
