The Acceptance of Third Party Vehicles on London Underground Infrastructure

This standard applies to the Third Party Operators and LU/TfL staff involved in the acceptance of vehicles for operation on LU-controlled infrastructure, under a Third Party Operator's Railway safety certificate accepted by the Office of Rail and Road (ORR) in accordance with The Railways and Other Guided Transport Systems (Safety ) Regulations 2006 (ROGS) and subsequent amendments.
This standard applies to the vehicle-related aspects of operations on LU-controlled infrastructure that involve through running of vehicles from a contiguous infrastructure not controlled by LU, where such vehicles operate under a TPO's safety certificate. It does not address safety of operations on infrastructure for which LU is not the Infrastructure Manager. It does however address risk imported on to LU controlled infrastructure from vehicles (e.g. through inadequate maintenance).
This standard applies to both existing vehicles that are not currently approved to run over LU infrastructure and new build vehicles proposed to operate over it. It also applies to the approval of vehicles of existing train operators that currently work over LU controlled infrastructure when significant modifications are proposed. Note that modifications that present a risk to the performance or interface with LU operations or infrastructure are likely to be deemed significant.
Note:
1. This standard does not address the TPO's obligation under ROGS which should be dealt with directly between the TPO and ORR.
2. This standard does not address requirements for the approval of rolling stock to be operated under LU's safety certificate, which is addressed using LU Assurance standard S1538 and other supporting LU documents and standards.
Purpose
The purpose of this standard is to describe the requirements for the acceptance of Third Party vehicles to operate on LU's infrastructure. It sets out the procedures to be followed by the Third Party Operator (TPO) proposing to run its vehicles on LU infrastructure and details the roles of all LU/TfL staff involved in the acceptance process.
