This document outlines a class based verification scheme for US compliance for offshore objects of the following types:

- floating offshore installations (FOI)

- floating storage units (FSO)

- floating production, storage, and offloading units (FPSO).

This document does not address regulatory requirements under the jurisdiction of the Bureau of Safety and Environmental Enforcement (BSEE).

Guidance note:

MMS/USCG Memorandum of Agreement OCS-04, dated February 28, 2008, identifies the lead agency for systems and subsystems associated with floating OCS facilities.

Application

The roadmap uses DNV classification rules and services as a building block, and identifies additional United States coast guard (USCG) design and equipment requirements for these units that are not otherwise covered by the rules. Compliance with the appropriate DNV classification notations and supplemental USCG requirements described herein, provide an equivalent level of safety to the USCG's design and equipment requirements prescribed in the code of federal regulations.
